Jorge is the Managing Director of the IPA Netherlands office. He joined IPA in February 2003. Jorge has experience with evaluating projects in all industries and world regions, including very large/complex projects, turnarounds, and has conducted workshops in Front-End Loading (FEL) and Turnaround FEL. He has instructed more than 10 courses for the IPA Institute, both public and company-specific courses, including megaprojects course, capital projects large and small, and scheduling. Jorge has also conducted special studies, including a FEL cost growth study for BP. Industries of special interest include refining and petrochemicals, specialty chemicals, mining, and consumer products in multiple regions: North and South America, Europe, Asia, Middle East, and Africa. Jorge’s fields of expertise are construction of heavy civil/infrastructure projects, project and program management, field productivity improvement, construction workforce management, project design management, estimating,and project control. Jorge has contributed to the IPA Guide to Value Improving Practices (2005) in the areas of Constructability and Value Engineering.
Prior to joining IPA, Jorge worked in management and field positions in civil construction. He served as project coordinator in the engineering division and in the construction technology development division of a multinational EPC firm. He also worked for the Center for Construction Industry Studies, USA, studying capital projects and construction workforce management strategies in the manufacturing, power, and oil refining industries.
Jorge received the B.S. degree in Civil Engineering from UDLA Puebla, Mexico, and the
M.S. degree in Civil Engineering, Construction Engineering & Project Management, from the University of Texas, Austin, Texas. He also holds the Ph.D. degree in Construction Engineering & Project Management from the University of Texas. He is a member of the American Society of Civil Engineers (ASCE) and is a Registered Professional Engineer (Mexico). Jorge is fluent in English and Spanish, and understands some German, French, and basic Greek. His publications include: “A Revolutionary and Structured Approach to Construction Work Force Management: The Tier II Strategy”, refereed paper presented at the American Society of Civil Engineers’ Construction Research Congress (ASCE) 2003; and “Workers Skills and Receptiveness to Operate Under the Tier II Construction Management Strategy,” Journal of Construction Engineering and Project Management, ASCE, July 2004. Jorge is fluent in English and Spanish, and has working knowledge of German, French, and Greek.
