Fred Biery currently serves as Manager, Mining, Minerals, and Metals (MMM) at Independent Proejct Analysis (IPA). He joined the company in May 1998. In his current role, Fred works with clients in the MMM industry sectors and the pipeline sector. He also conducts project assessments for many types of projects, including megaprojects. Fred played a key role in developing improved, reengineered, and reorganized project systems at several major corporations. This has involved leading global benchmarkings of company project performance and identifying improvement opportunities. Over the last several years, Fred has taught the Institute courses on Megaprojects and Mining.
Prior to joining IPA, Fred was the Director of the Management Science Division of TASC, a systems engineering company. With over 15 years at TASC, his activities included developing cost estimates and risk analyses for advanced technology air traffic control, satellite, space, and intelligence systems, and special operations programs for the U.S. Government. Fred built and managed a $5 million operations research, cost analysis, and financial management business. He was was selected as one of 20 individuals to lead corporate change to transform and reengineer TASC to radically improve company competitiveness and spur corporate growth. Fred also provided analytic support to the President's Blue Ribbon Commission on Defense (Packard Commission) and the Congressionally mandated Quadrennial Defense Review. Prior to his time at TASC, Fred was with GRC working in cost analysis. Previously, he served at The RAND Corporation performing research on weapon system acquisition policies.
Fred is a Seminar XXI Fellow from the Massachusetts Institute of Technology in Boston, Massachusetts. He holds an M.B.A. degree in Finance from the Wharton School at the University of Pennsylvania in Philadelphia, Pennsylvania, and a B.A. degree in Economics from American University in Washington, DC. He has presented numerous papers at various organizations, including the Canadian Heavy Oil Association, American Economic Association, American Iron and Steel Engineering Organization, International Society of Forecasting, and the International Society of Parametric Analysts, and is the author of several peer reviewed articles in the Journal of Cost Analysis and Journal of Policy Analysis and Management. Fred is a member of the AACE, SME, SCEA, and AISE.
